In 1992, incumbent Democratic U.S. Congressman Frank Guarini of New Jersey’s 14th congressional district retired due to redistricting.

The district has been renamed the 13th and modified to be a Latino-majority district. Menendez chose to run in the primary, which was a genuine fight in this firmly Democratic district, and he won by a 68 percent to 32 percent margin over Robert Haney Jr.

He defeated New Jersey Superior Court Judge Fred J. Theemling Jr. in the primary election with 64 percent of the vote.

After that, he was re-elected every two years with at least 71 percent of the vote until his appointment to the United States Senate in January 2006.
