To begin with, Levine was raised in Parma, but his family changed their living place several times and he attended primary school in Bellaire and later the alternative Marlboro College in Vermont. He started his acting career at the beginning of the 1980s, at first working in theatres in Vermont, Michigan and Chicago, where he was also able to study and earn a Master of Fine Arts degree at the University Chicago. He is now mainly working in films and television.

In the 1980s, he initially worked in, among other projects, the series “Crime Story” in which he created the role of Frank Hollman. However, he reached worldwide attention only in 1991 as the serial killer Jame “Buffalo Bill” Gumb in the thriller film “The Silence of the Lambs” directed by Jonathan Demme. Among others, the film won five Academy Awards as well as grossing $272.7 million at the box office worldwide. Despite the success, Levine did not want to be type-cast, and eventually got to play a variety of roles in the following years, and chose less abyssal characters: military, police or family men. In 1998, he met with Patrick Stewart in the two-part television adaptation of Melville’s “Moby Dick”. Yet, he still voiced the sociopathic trucker Rusty Nail in the movie “Joy Ride” (2001), and was the detective Sam Nico in the movie “Wonderland – Massacre in Hollywood” (2003), focusing on grisly murders in a district of Los Angeles. From 2002 to 2009, he took over at the side of Tony Shalhoub in the series “Monk”, creating the role of Captain Leland Stottlemeyer. Other works of the actor have included roles in the film “The Assassination of Jesse James” (2007) with Brad Pitt and Casey Affleck, and “Shutter Island” (2010) directed by Martin Scorsese. From 2013 to 2014, he landed the main role in the television series “The Bridge” broadcast on FX network. Recently, Ted was cast as the main in the war fantasy-drama film “Little Boy” (2015) directed by Alejandro Gómez Monteverde, and in the biographical boxing film “Bleed for This” (2016) written and directed by Ben Younger.
